JOB TITLE: Director of Operations

LOCATION: Tupelo Regional Airport
SHIFT: Mon–Fri, 8am–5pm
SUPERVISION: Executive Director
DEPARTMENT: Tupelo Airport Authority

SUMMARY OF CLASSIFICATION:

Under the general direction of the Airport Executive Director, perform, manage and oversee the daily operations and training of the airfield self-inspections and condition reporting, work orders, Airport Emergency and Wildlife Management plans. Responsible for maintaining the Airport’s Certification Manual and Security Plans or any other duties as specified by the Executive Director. Perform skilled, semi-skilled and manual work functions associated with the maintenance of airport airfield, lighting, signage, equipment and daily operations and maintenance of Airport facilities. Perform the duties of the Executive Director in his/her absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist in management of airport response to emergencies, i.e., respond to emergencies, coordinate emergency activities and implement emergency plans, etc.
  • Performs, Monitors and coordinates airfield, apron, safety and security inspections and terminal activities with the Executive Director, Public Safety Supervisor, and Airport Maintenance Supervisor
  • Coordinate opening and closing the airport (or portions of it) for divisional areas based upon airport conditions and related safety factors
  • Develops and manages departmental policies, procedures, directives, and general orders; Recommends activities to meet those needs and evaluating and providing feedback on operational activities; Develops and assures compliance with all Federal and State mandated training and certification/re-certification in accordance with Federal Air Regulation (FAR) Part 139, and Transportation Security Regulation (TSR) Part 1542
  • Serves as an Airport Security Coordinator for the TSA
  • Prepares and monitors work order requests and assists in making recommendations for the prioritization of repairs and maintenance; assists, as required in maintaining and developing the Airport Certification Manual, Emergency Plan, Driver’s Training Program
  • Maintains all appropriate records on safety procedures, precautionary measures and policy implementation regarding airport safety
  • Performs, Coordinates and supervises the inspection of the physical condition of the Airport Operations Area (AOA), including runways, taxiways, aircraft parking aprons and lighting systems
  • Perform and coordinates airfield condition reporting during increment/winter weather conditions
  • Manage the coordination of environmental programs that involve storm water pollution prevention and petroleum pollution prevention by developing checklists, inspecting facilities, and incorporating corrective actions as necessary
  • Serves as Airport Wildlife Hazard Management Coordinator and involves available resources in wildlife management mitigation measures
  • Coordinate Prior Permission Required (PPR) requests and operational activities of visiting dignitaries, sports or other charter operations
  • Performs all work duties and activities in accordance with Airport Authority policies, procedures and safety practices
  • Attends work regularly at the designated place and time
  • Performs related work as required, to include but not limited to commercial air service flight statistics, fixed base operator (FBO) performance, tenant leases and utility usage

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

  • A minimum of two years’ experience developing and assuring compliance with all Federal and State mandated training and certification/re-certification in accordance with Federal Air Regulation (FAR) Part 139 and Transportation Security Regulation (TSR) Part 1542
  • Experience in compliance inspections/incident investigations
  • Knowledge and experience in developing, presenting and managing technical manuals, training materials involving all facets of operations, safety, and environmental issues
  • Understanding of Airport Operations and Safety and Notice to Airmen (NOTAMS)
  • Skills to operate computer software; such as, but not limited to Microsoft Office, NOTAM Manager, App-139 or other specialized software adopted by the Airport

Exercise judgment in determining impact of such data on airport operations, safety to include environmental, wildlife, personnel, equipment, or airfield infrastructure and reporting such impacts to the appropriate agency using approved procedures and time
  • Human Interaction: Requires the ability to effectively communicate and manage people and resources. Make decisions on procedural and technical levels
  • Equipment, Machinery, Tools, and Materials Utilization: Be familiar with the operations and of the control of the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments
  • Verbal, Functional and Situational Aptitude: Requires the ability to comprehend technical and advisory data and information, individual events/circumstances and/or incidents; and apply and communicate the requirements to others regarding immediate action(s) or the day-to-day operations or maintenance of the Airport, as applicable

  • Physical Ability: Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, extreme temperatures, rain, humidity, and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances
