Job Description
JOB TITLE: Executive Director
Reports To: Tupelo Airport Authority Board of Directors
Executive Director Responsibilities & Requirements
The statements below are intended to describe the general nature and level of work being performed by the individual assigned to this position. Essential Duties & Responsibilities:
- Serves as the primary executive of the Authority and ensures that the Authority is thoroughly and continuously informed and educated of all matters relating to the airport. Reports to the TAA Authority Board of Directors.
- Supervises and directs all airport personnel in hiring, scheduling of work assignments, performance evaluations, disciplining, and addressing of employee concerns or problems.
- Coordinates the program of work for the airport including the preparation of and compliance with an annual budget. Oversees all budget expenditures as approved by the Tupelo Airport Authority (“Authority”).
- Approves all requisitions, purchase orders, and grant fund expenditures, while ensuring that all are properly accounted for and reported in a timely manner.
- Supervises the primary airport staff to ensure airport compliance with all applicable federal, state, and local codes, laws, rules, regulations, standards, policies, and procedures, including FAA regulations.
- Oversees construction and maintenance of the airfield, airport facilities, and properties including project coordination, review of plans/specs, contract administration, and inspection of work.
- Assists the Authority in planning short- and long-term development of the airport and industrial park; recommends development strategies based on forecasted needs and resources.
- Compiles/monitors airport activity data, analyzes trends, and conducts aviation research as needed.
- Develops strategies to position the airport for future development.
- Supervises the marketing functions of the airport.
- Prepares forms, reports, correspondence, agendas, billing, statistical reports, evaluations, equipment specs, and other documents as needed.
- Prepares for Authority board meetings by developing agendas, writing policies, and recommending board actions.
- Serves as the primary grant administrator and assists the Authority in securing local, state, and federal funding opportunities.
- Coordinates with emergency services, law enforcement, and federal agencies on Authority-related matters.
- Consults with Authority board members to review activities, resolve issues, and implement policy decisions.
- Serves as liaison between the Authority and the Mayor/Tupelo City Council.
Knowledge, Skills, and Abilities:
- Language Skills: Ability to read, analyze, and interpret technical/aviation journals, financial reports, and legal documents; respond to inquiries/complaints; and communicate effectively with the Board, media, and public.
- Reasoning Ability: Capable of organizing/administering airport functions, assigning and directing subordinates, resolving complex legal/policy/technical matters, and making sound managerial decisions. Maintains high visibility as a public representative of the Authority.
Certifications, Licenses, and Registration:
- Must have a current Mississippi driver’s license and be insurable for liability and comprehensive (collision) coverage. Some bonding capacity may also be required.
Physical Demands:
- Must be able to talk and hear clearly on a regular basis.
- Frequently uses hands to handle or feel objects.
- Occasionally required to stand, walk, sit, reach, bend, stoop, kneel, or crawl.
- Must occasionally lift and/or move up to 10 pounds.
- Requires specific vision abilities including close, distance, color, peripheral, depth perception, and focus adjustment.
Work Environment:
- Site visits may be required in all weather conditions.
- May be exposed to wet/humid conditions, fumes, particles, chemicals, and high noise levels during the course of certain duties.
